Fix Surface Boot Issues

Before proceeding with a multi-boot installation, the boot items must be reordered in UEFI Settings to ensure that Internal Storageis above Windows Boot Manager(Internal Storage takes precedence over Windows Boot Manager) as follows:

If you have already completed the installation, you can re-install it after adjusting the boot order, checking the rEFInd option and rebooting after the installation to see the rEFInd multi-boot option normally.
